Helicopter Circles Harkness

Still not really sure what the reason for this helicopter was.  According to online research, it seems that N- helicopter identification numbers are not government or municipal, but reserved for private registration of aircraft (see FAA site).  If you have any idea why this helicopter was flying around, please share your thoughts on this.  Here are some other stillframe images from the video.
