New Parking Meters Installed.

The old parking meters were able to report back to City Hall what their voltages were. It was explained that if the voltage fell below a certain level, they were indicated to the location of the meter so that they could change the battery. Amazingly high-tech, for a bunch of parking meters, wouldn't you say?
Should the City subsidize or provide vouchers to businesses to give to their workers so that they can drive to work, or would that open the doors to misuse? How would you extend the offer only to employees of downtown businesses at night, without allowing it to become transferable to a wider audience of recipients? Also is there a way to encourage more people to bike to work, even if it's at night?
